i am not sure about the law where you are but i was told by a cop that in PA as long as the lighting on your bike is LED and not neon tubing then it is legit no matter what the cover. and yes it is very bright. it lights up the walls in my garage even when its parked in the middle of it.

Its somewhat hard to tell with my ****** cellphone pics but these LEDs (which i bought at pepboys and are able to be cut to size) are extremely bright for their small size. they are also on a flexible strip with 3M tape that holds very well. i am quite pleased with the quality of such an inexpensive part.
