I like how you managed to cut down your list [up] How about those Chase Harper bags; on their site they say "water resistant", so I guess they are not 100% water proof as is? Do they come with rain covers?
Here is the stuff I took for one week trip to Lapland (2700 km). You know they say: "the summer in Finland is short but less snowy (than winter)", so that's why I needed to be prepared for weather changes from heat to wet & cold. For instance, the day I started was +30c sunshine, but the next day was around +15c and heavy rain...

In the end, I'd say everything was needed at least once, except tools, first aid kit and tire repair kit. If I was a tough guy, I could have survived without the fleece trousers and jacket lining too, but I have to say those 350kms in cold rain would have been even worse then...
