Throttle sticking around 2.5k

I've owned my XB12R for about 6 weeks. It has about 28k miles and I've done many of the basic mods since I purchased it. Right side scoop, exhaust wrap, oil change, K&N filter.

Last week the throttle started sticking around 2500rpm. If I pull the rpms down with the clutch, it'll return to normal idle speed. I've reset the TPS with an ecmspy cable, checked to make sure the throttle cables are moving smoothly and easily, checked the butterfly in the throttle body. All appear smooth and normal. When the bike is off the throttle opens/closes quickly and smoothly with a slight click when the butterfly closes fully.

The only abnormality I've been able to find is the idle adjust cable is worn and partially melted. The outer protective layer rotates when you adjust idle, but otherwise seems to function as expected.

This is annoying as it keeps heat higher than it should be, makes noise while waiting for long lights and burns extra gas.

What should I look into next? Do I need to replace the idle cable or my throttle cables? Lubricate something?

Reset the tps, make sure that when the tps is set back between 5.1-5.7 and doesn't bounce. The rpms will bounce alittle
 
Followed instructions, took a 30 minute test ride, seems better. Slow (6-10 seconds) to idle down from 4-5k clutch in, but will at least settle back down to intended idle of 1100.

Throttle seems much smoother and more responsive. I think it was out of adjustment also, took off the lower airbox so I could see the slack in the throttle cable while readjusting.
 
decrease spark advance in the columns just above idle speed.
