The static timing needs to be set by the factory service manual procedure and left alone. It should be checked only if you have removed the cam position sensor from the cam cover or if you have loosened the cps mounting screws.
Any changes to the ignition timing should be made in the ECM using tuning software like ECMSpy or Tunerpro. The factory timing mapping works VERY well and I would not change it unless you have made significant changes to the engine.
