Hey, does anyone know what the crap the "Security Cable" in the Buell tool kit is for?

Its the figure 8 cable....

Your helmet. Use it with the cowling latch so you can leave your helmet w/o worry of some douche-bag kid stealing it.

If you have a Lighting then its the lug that the seat hooks slide onto. Loop it throud the D ring on your helmet and put both ends on the lug, then lock your seat down. Voila, it's locked up.
