In preparation for some new tires, I was trying to remove my front lower fender but ran into some issues with stripped, or nearly stripped threads on the #27 torx shoulder fender mounting screws where they go into the fork mounts. I've WD-40 and PB blasted the heck out of the points of contact, but am rapidly facing the need for some sort of surgical removal of these screws. Any recommendations?

On a related note, can I actually remove the caliper and then push the wheel toward the front of the bike for removal instead?
 
Use an easy out and then get replacements from a local hardware store. I believe they're all 1/4-20 screws for just about every body mounted piece.

yes.
i remove axle (remember it is LEFT HAND threads which means clockwise turn to remove it), remove caliper bolts, slightly push wheel backwards, turn right side lower fork leg out, then remove caliper, then remove wheel.
