where can I get the sproket?

I have seen it around before but I dont know where to get it??

Its black and the outer edge looks unpainted... were can I get one or is it something people do themselves?

Start out with a rough sand paper until the outer black is removed and then step down to a finer paper and keep stepping down until it's almost polished then use a little oil on it to keep it from rusting. I oiled mine once 2 years ago and it has not rusted yet.
