I'll have to try to find some pictures of what I did with the old handlebars on my GS500. I had a pair of clipons that were almost an inch too short fo the controls and grips so I took some steel bicycle handlebars and cut off 2 pieces the same length off the ends. Then I got a hollow steel rod from home depot and just ground it down slightly so it would fit into the handlebar tubes. I put some JBweld on it and wedged it into the bars lightly with a hammer and then put the extension piece on it. It's pretty sturdy, but isn't on a weight bearing part of the handlebar anyway. It was pretty much for the last half inch of grip and to hold bar ends.
You could do something similar with your bars. Measure the distance between the 2 bars where you cut it, cut out a chunk of steel bicycle handlebar that's 7/8ths, get a piece of steel tube and connect it all back into 1 piece. You could bondo the seat and spray paint it again and you'd never even know it was there.
