quick muffler question

As I am taking my bike apart to fix several things, I noticed the following:
Moving the muffler from side to side, something is lose inside and moves back and forth. I have a jardine. Is this normal or does it mean it needs to be repacked? Not sure how old the muffler is, it came with the bike.
I am not going to do it but was just curious. In my opinion my bike got a little louder over the past few months - or maybe it's just me geting older.

This is what they look like inside. Yes, it probably needs repacked as well as repaired, they break on occasion.

The bottom right corner of this pic has some extra screen material that is NOT normally found in one.

I assume you need to weld it together afterwards?
I would look into it but it doesn't look like an easy task to do (without welding)

Jardines are actually riveted together. In the pics that d_adams posted you can clearly see that the rivet wholes are oval from movement. If yours looks like that you will probably have to trim the pipe down a bit, drill new wholes, and re-rivet.
