Charging issue

I have another Buell charging issue...

Bike is an 03 xb9s. It is not charging at all and I started running through the tests for the issue and have run into some questions.

On the voltage bleed test:

2 of the 3 pins caused the light to light.

This would indicate that it is the voltage regulator. However I went through with the other test and on the AC output check:

2-3 and 1-3 both had ~40v AC however 1-2 had ~2v AC.

Any input?

common issue. stator grounded, replace stator. check resistance of stator wires against ground, has to be infinite, will be in the lower single digit range probably.
 
So it should be 0 when I check the resistance and if it is anything other then 0 replace the stator?
