That should help you find the diagnostic plug.
I did a quick Google search and found this:

If your bike truly doesn't have a diagnostic plug I'd really question the road worthiness of the electronics/wiring.

Found it! The plug was tucked up under the air box cover and behind the head of the rear shock!

Well the popping on decel for on my 09 Uly has been consistent while it was totally stock, then with a K&N AF, then a special ops exhaust, then in 2014 a new ECM and tune from Harley. Maybe a custom tune can alleviate it? I am ok with it, when riding in a group the bike behind knows when i am slowing down so for me it is a good thing.
