Does this need to be replaced?

Hey everyone while attempting to replace my snapped belt I noticed the rubber flap on the aluminium belt protector that sits behind the drive pulley(sproket) is nearly torn off, I dont know if this would have caused my belt to break or it the broken belt caused this..what I am wondering is do I need to replace this for the safe operation of the bike?

I removed mine a while ago. The whole guard i mean. no issues.

I bought my xb used and i didnt know till now they even had a belt guard lol
