I bought a small voltage meter that goes where the cigarette plug port is. When riding at a steady 3200 rpm my voltages jumps back in forth from 13.2 to 14.5 within 2 seconds. Is this normal or is it supposed to hold the voltage between 14 to 14.6? Im suspecting the voltage regulator is going out now.

Like it does it continuously? Back and forth? Once you are up to a constant speed, with a charged battery and constant load, it should be much more steady than that.

With the speed and accuracy of your little voltmeter in question, I'd first test it at the battery with a better quality DVOM. If it still reads like that, I have seen an intermittent stator winding, poor connection at the stators 3-wire plug and/or yes the VR too. All charging system parts are easy to check and written step-by-step in the free .pdf service manual before you go swapping parts for no reason.
