exhaust knowledge anyone?

At the end of my Sebring exhaust, where the pipe is about 2" in diameter, inside the seemingly 2" pipe is a piece of metal with roughly 1" diameter hole. Right at the end of the pipe, I'm sure you guys know what I'm talking about.
Are these needed? My left side one is rattling and Im considering wheter I fix it or take them off (left and right). Is it important to the fuctioning of my exhaust or just a "silecer"?

quiet insert otherwise known as db-killer.

they are not needed if you would like to pump up the volume a bit.
you will however need a reset and will loose a little low-end.
