Front Rotor Question

I replaced the front rotor, caliper, and pads. I noticed that my rotor makes a slight clank of metal on metal as a slow down, but only when the front brakes are applied. I checked the bolt that hold it down and 2-3 of them are tightened down, but the rotor will move in and out ever so slightly. I took them off and made sure everything was seated properly and everything was where it was supposed to be. I would assume that this is not normal. what can I do to fix it, should the rotor fit tight and flush against the wheel or should it be able to move a little.
New to the firebolt, just wanting to make sure everything is okay.
 
well, I kinda thought it did because of the spring setup, but it doesn't "float" across all mounting places
 
My rotor did the same thing. It was clicking when i applied the brakes . I just cleaned em and reinstalled it. No problems yet , Been about 500 miles so far.
