Based on the gouging on the inner race there i hate to believe that this is a NEW part......i would have to guess thats the mounting/ pivot location of a brake or clutch lever?

It's definitely new, but the gouging must be from machining/reaming tool marks. To the naked eye, you probably wouldn't even notice.

It really looks to me like it is a fitting that holds something in place, and reduces vibration. Especially with the lip on it.
