Yes it is. It's based off the Escort RS because the current generation Fiesta (and Focus) doesn't have a tunnel for the rear driveline.

And in all likely hood, it's running the Ford/Cosworth engine that ran front to back like the Escort RS (and Sierra Cosworths ran also)

Same can be said about the current Citroën rally cars (not consumer available)

Subi and Mistu are the only current consumer available rally "based" cars, despite both of those manufactures dropping out of WRC.

Going further back than the current generation, would be the Escort RS (europe only) or the Mazda 323 GTX
and Mistubishi galant 4 (which was a heavy turd)

Those cars ushered in the era of AWD in WRC as all previous cars were rear wheel drive.
 
I've been told that most rally cars retain their standard transmission even if installed with a sequential flappy paddle gear box. Thus allows them to keep driving if the hydraulics in the sequential fail. Also skipping gears is faster in the standard so if the car spins out it's easier to get to first. I didn't see it in the video but I suspect his shifter is right there under his enormous e-brake. Please correct me if I'm wrong.
