okay, with the bike idling, spray something like WD-40 all around the intake boot between the carb and the cylinder/crankcase to check for air leaks of a dry rotted boot. If that turns up nothing, try raising the main jet needle 1 notch (richening) see if that makes a difference.
 
Personally, I'd order the rebuild kit. I'd bet a beer that it's starved for fuel.
I have done that

I've done a vacuum teste last night, and this morning the needle haven't moved, so, I'm guessing, no leaks
next I'm removing the main jet and see if I can get my hands on a bigger one
I thought about the needle too but that is more midrange and roll on adj than top end.
well, she doesn't get to the top range, the engine wont past the mid range, not if I don't cover the intake,
 
she's working again
my goddess, she gave me grief
I made two jet's a 100 and a 110 main jet. the problem went away with the 1mm jet
you can see the ones I've done in comparison with the original (95) on the right
