I checked the wiring and it seems okay. Is there a way to test with a meter? Also, while investigating this afternoon I found this EVAP tube and looked it up in the manual but nothing much about it in there. No hose but I think it's a California deal? Should there be a hose attached to this?

Update. I finally has some time today to run through some trouble shooting for my problem of cutting out at 4000 RPM. Well, it appears to be fixed!! Took it out for about an hour on country roads and never cut out, ran great and ran it fairly hard to test it. plus, it was a great ride on a sunny afternoon in Oregon.
Here it what I did today and I don't realy know what which of the following below fixed it:
Capped off the tube by the air intake - See pic above
Tightened header exhaust bolts. They were a tiny bit loose.Got about 1/2 to full turn on the front two bolts till snug
Repaired wires that had been rubbing on bottom exhaust cover WP_20160326_001.jpg
Found a black wire that was disconnected on a 4/wire plug. don't know what its for but when I disconnect the plug when running the engine dies. I repaired the black wire that was disconnected on the plug.WP_20160326_003.jpg
Unpluggged and reconnected all electrical plugs connections near the engine, air intake, battery area etc. checked all connections that I could see.

Plugged into into ECMspy when I got back from the ride. Fan turned on immediately after I turned it off. Ran for about 4- 5 minutes on high, then low then off. Kinda tells me that the Temp. head sensor is working fine (which was something i was thinking of replacing).

I hope this information will help someone else. Thanks to all of you that responded with ideas! Chicknstripn, lunaticfringe!!

No problem! That's what this is all about.
The connector and wire that you have pictures looks like the connector from your fuel pump. That's where it looks like the black wire came loose. That was probably your main issue.
BUT maybe it wasn't. I'm not an expert.
You did good. Took care of a bunch of issues and it didn't cost you much more than your time and effort!
Awesome job!
