power accessory ports with no power

Maybe Im overlooking something obvious, but I cant get any juice from either accessory port. The fuses are good. Is there anyone who might know what the deal is?

Have you tried them with the engine running?

have you had the ECM flashed, the accessory plugs on my Uly are controlled by the ECM, a voltage flag to keep from accidently running the battery down, mine were set to a high voltage refference, I think it was 30 volts or some sheet, so they wouldn't ever come on. Tuner Pro will show you what the voltage flag is set to and let you change it, I wouldn't go less than 11 volts to turn them off

I dunno if this is at all related but does it have a relay?

The only reason I ask is that on my 09 Bolt in the relay box there is room for 4. but I only have 3 (the 4th is wired) bottom left is the empty
