I ride with the ball of my foot on the foot peg to get a decent feel for the rear brake pedal with my toes. Is that normal?

For a guy your size it probably is. I'm 5'10" and I ride with my arches on the pegs and ball of the foot on the pedal. I'm sure everyone does it differently. ;) Whatever you're more comfortable with is best.
 
About the lower footpegs, I bought my bike used and from the pictures on ASB, I can't tell if I have them or not. Is there an easy way to tell?

snap a picture of your pegs and post it... One of us will be able to tell you if you have the factory Firebolt pegs or is you're running the Lightning "Dropped" pegs.

If your pegs look like this....

then you have the Lightning "Dropped" pegs

One important note on this subject though... (I have the lowered pegs on mine from a previous owner)...

If you do NOT already have the lowered pegs...

Putting the Lightning pegs on a Firebolt will make a very small difference in the angle of your leg "bend" at the knee. It will however make a very significant difference in the orientation of your foot to the brake and shifter. You will need to make rather large adjustments to your shifter and brake linkages to keep your ankles from being bent at very unnatural angles.

this may seem pretty obvious... but the guy that owned my bike before me didn't make these adjustments. the brake and shifter were so far out of whack that you had to use them with your foot OFF of the pegs cause you couldn't bend your ankle that far.
