Starter has no juice

I have been overhauling my bike due to a transmission problem, and the motor is now back together and in the bike.. the rear isolator and swingarm is attached, and the engine is being held from rotating down with a floor jack. And the primary isnt assembled; no clutch, no chain, no rotor, no cover....

I have all the electrical wires attached to everything (except the O2 sensor because the headders arnt attached yet). The ignition turned ON, the engine switch ON, the fuell pump primes.. press on the starter, and nothing. I've checked the fuses, all good; check the relays, all good. Put a multimeter to the starter and it isnt getting any volts, only .01volts. The battery is good too. A few times we got the full 12volts to read on the multimeter, but will the thing turn-over when you have the multimeter within the starter's circuit??? Im out of options.. it was working perfectly before the engine overhaul, and now it doenst want to GO. What can be the problem?
 
Starter inter-lock involves:

- Make sure Engine OFF/RUN switch on right handlebar control group must be in the ON position.

- Clutch lever must be pulled-in before starting motorcycle in gear OR be sure the bike is in Nuetral. (If you're nuetral switch isn't hooked up & operational, that could be your problem.)

Hope it's simple whatever it is.
