What does a "Blank" ECM mean?

If I order a new ECM, for example Y0152.1AMA, I assume it comes "blank" because most online descriptions say so.

What does "blank" mean?
Does it mean no firmware -or- eeprom data?
Does it mean it has firmware, but no eeprom data?
Does it mean it has eeprom data, but no firmware?

It can't be completely blank/dead because at some point, it has to respond to communications so it can be programmed. I'm just wondering what part of the ECM gets programmed by the dealer: firmware, eeprom, or both?

**Asked differently, if I order an ECM online shipped to me directly, will I be able to flash in my own stock EEPROM image that matches the ECM type (ie, BUE2D)? Or will it not respond at all to ECMSpy/Tunerpro?

As far as I know, a blank ecm doesn't have the eeprom info. It's does have basic connection to load a eeprom because these ecms can be used on a variety of bikes. Just like the ecms for 1125rs and 08-10xbs are the same. I could be wrong but I am almost certain this is the case.
 
Thanks for the info! I was hoping that was the case. I am trying to locate a used one first (several, actually), but I also wanted to know about a new ECM in case I go that route.

I'll hang tight a few days before buying anything just in case anyone else comments.
