Wont start with powder coated side-rails

I got my subframe side rails and tail-light housing powdercoated black to match everything else on my bike. My bike started and ran fine before. But now the negative terminal arcs when I hit the start button. I didn't miss any grounds, I have new cables, and I scrapped the powder coating off where the cables ground. Does the powder coating procedure take away a metal's ability to ground? Please help.
