I have a 2002 Buell X1 white lightning that will not go over 85mph or 5000 rpms in gear. Harley has replaced wiring harness, ECU, and plenty of other parts and still no fix. The motor company actually picked up the check. It is sitting in storage right now because of a small accident trying to get it into a moving truck but, I am looking for some ideas of what could be causing the power loss. Almost sounds topped out at 5000 rpms.

Just some thing I think might have done it. I did not winterize it last year and I touched the body with a ratchet while tightening battery screw (zap)It still ran. I also changed transmission fluid myself with no problems. The problem started in conjunction with a clutch problem.
 
sounds like its starving for fuel to me. Ive never worked on a tuber before but has anyone looked at the injectors or to make sure the fuel pressure is correct. the 02 X1 is fuel injected right? My knowledge is very poor on tubers.
 
The work list says that they changed the fuel injectors. Looks like it going to be trial and error for a long time. Ugh.
 
Sure it has been check but just throwing this out there.

Bad ground off the battery may cause this if you are getting a bogging issue before the engine cuts out. Happened to my fiances bike and all it was, was the tail section ground wasn't connected good to the frame.
 
I just picked up a 99 X1 With the same problem. Mine did run rough in the lower RPM's also. Turned out the O2 Sensor was bad and not coming out of cold start enrichment.

If you have ECMSpy and a cable, hook it up when the bike is completely cold. Under the Engine tab, Watch the Cold start enrichment. It should start around 160ish. Then as the bike warms it should start to drop. If it does not drop replace the sensor with Bosh Number 12014. Got mine for $16 at the local Napa store and it was in stock. Exact same sensor. Wire length and correct plug. Then take her out for about 30 miles and she run much better.
