That is the Tank Vent isn't it? Apologies for any confusion. I am trying to wrap my head around this one.

OK, for some reason I was thinking #11 in the diagram, was a tank vent.

The gas cap will vent fumes and intake air to keep tank pressure nominal.

The overflow (#11) will overflow liquid if the level is too high.
