Is it a hid headlight projector lens?

It looks like glass to me, dark with blue flecks. That's an indentation, not a protrusion... Right?

Negative.

You are correct; the alleged nipple is an indentation and not a protrusion. It seems to have no functional purpose that I can discern, and most other "things" of this type don't have this indentation.

To my knowledge, found on every stock Buell (except maybe the Blast).

It is not part of the frame or swing arm proper, but the big hint is that it is LOCATED on the swing arm!
