harley wants my old buell frame first

hi all i`m a new member building a xb 12 lighting from the ground up ,some parts from ebay and aftermarket too. called my local harley dealer today told him what i`m doing and wanted to buy a brand new frame he told me give him 10 min . he called back w/good and bad news the good new it`s 1400.00 and the bad news harley wants my old frame back too. he told them it`s a project build w/out an old frame they told him they needed a core and the $1400.00 or no sale. my dealer was also puzzled too, doesnt make any sense
 
that is because they are going to give you the same vin number as the old frame. If you dont give them the old frame then there would be a potential to have two bikes with the same vin which would be ileagal.
 
even with the new frame with the old vin the title would still show salvage or rebuilt or whatever it said. it would not change would it, right or wrong???
 
that sounds even odder 283, seems like they would stamp a number when they finish a frame. This reaks of communism.
 
Unfortunately you're only allowed 1 custom build in a lifetime. That bike will always carry a salvaged title unless you submit it as a custom build.
 
It is to keep you from going to H-D and buing a bunch of frames from them all with different vin numbers and building them in to complete bikes and then selling them so to compete with them.
