I not sure what the frame is but if its casting any welding and reforming will cause consequential damages. If the frame is from weldet profiles some reforming&heating incl vakuum reforming might work. If there are no cracks fill it with epoxy, paint and but a frame puck on
 
if you don't like the bondo and puck solution I'd think a used frame with a clean title would be the best route. Make the swap, register it in your name, call your insurance and tell them you bought a new bike.

If you get the frame at a reasonable price it would most defiantly be cheaper then any actually restructuring of that frame. Think of the labor involved in some of the metal repairs mentioned, and you would have to take the frame off anyway to do any serious cutting, welding etc.
 
I would ride it just the way it is and piss-off all the perfectionists and folks that don't use their bikes and wash and polish them on the weekends
if you are one of the formerly mentioned I would get a new frame - bondo that thick is destined to crack and fall out
