1st thing you can do is drill out the crappy rivets they use.
2nd thing would be to reassemble the can with no packing and look inside to how much shorter the internal core is than it needs to be. (Most are about 1-1.5 in too short causing them to move around when the packing burns out.)
3rd cut outer shell acordingly after step 2.
4th use quality stainless rivets to reasymble.
Look up Gaterbuell's torque fix while you have the pipe apart.
