This is not the case, I would like to see a review that makes these claims. The SX is the RX with upright bars, less fairings and slight differences to the internals of the suspension. Besides that gearings performance is the same, the 2014 models I believe are all the same suspension including.but from the reviews I've read and watched, they are saying the SX offers a shorter rake and is considerably more nimble on the street than the RX. Also, the gearing is supposed to be MUCH more practical for commuting and street use, and the seating position is more street friendly.
