XB9 won't shift problem

I have a 03 XB9 with a shift problem. Once you put it into gear and go down the road a couple of miles or so and then come to a stop and try to get it into neutral it will not go, it up and down shifts fine ,but try to pop it into neutral and the shifter feels locked . You can cut the bike off and shift to neutral or leave it in gear and take off and it will shift fine. Changed the primary oil put HD formula X
no change. Any advise out there?

I find that have to shift to neutral while I'm still rolling,just before I stop. Trying to go to neutral while stopped is way harder to do.
