It's definitely while the engine is running (and driving - I've checked it in the reflection of the cars in front of me). Both lights are very different and very independent. Both lights do not come on together unless I have the switch sitting in the half way position.
No idea what a spoon is but you have my attention! Can you elaborate?
Sirius: I was actually wanting the low beam on with the high beam. Low beam can stay as low beam by itself. As it is, I get one light or the other, not both.

Don't suppose anyone would have a picture of what the headlight harness is SUPPOSED to look like? The service manual is kicking my butt!!!!

Are you trying to do this with the engine off? You only get the high beam that way, engine running gets you both.

have you thought about adding a spoon to your high beam to make it a second low beam?
