Yes I did everything that was suggested. I adjusted the level of the radiator. Replaced the thermostat with a new one that has the hole with a one way valve installed the correct way. Burped the system filled the radiator. Installed the shrouds. All the time I was parked on a slight up high. The mix is fine close to 50/50.
 
Ok. I'd inspect the water pump next.

What about the radiator cap? Replace or test it, they are really cheap.

Can you post some pics of the radiator and expansion tank? I'm wanting to see it to be sure it's set up correctly. If it's not, you could be continually sucking in air every time you heat the engine up.
 
this radiator set up is designed to run without an expansion tank. the setup is fine there is no where for air to get into the system. the cap is just as new as everything else.
 
That doesn't make sense. The coolant expands when hot and contracts when cool.

The way it works is the radiator is full when cool. The coolant expands and once to a pressure of ~14psi IIRC the valve on the radiator cap opens and the fluid expands into the expansion tank(hence the name). When the coolant cools down it is sucked back into the radiator(the hose leading from the radiator cap to the expansion tank needs to be submerged in the expansion tank fluid at all times else it'll suck in air when cooling down). This way the radiator is ALWAYS full of coolant, so no air can be in the system.

With a radiator and no expansion tank the fluid would expand and go....where? Need more info on your setup, but sounds like it may be the problem.
