It's just like how used car salesmen use WD 40 to clean up a motor. When black parts get dry the color gets chalky looking. Oils give the surface some gloss and make it look new.

HD has a product called S100 Engine Brightener (used to be called Pig Spit). It's made to keep the black parts of the motor looking good and is based on the same principle. It's just an oil blend in an aerosol can. I use it on my bike all the time, motor and frame, works great.
 
Heres a few pics of the stains on my frame. Left hand side front and the streaks on swingarm. How did the T-Cut go kitfoxkid?

I tried one small area with T-Cut, that didn't seem too successful, then I rubbed it over with a rag soaked in engine oil.... The area is now a consistent tone but quite shiny! Not sure I'm going to do the rest of it.

[up] You could also try WD-40 or Armor all (the non shiny formula) Once you get it all a consistent color, wash it with a mild soap it it will tone down.
 
I now think I have 2 problems.... I filled up with fuel on Sat, when the engine was real hot, about a minute after I put the fuel cap on I noticed petrol dripping down the frame on the left hand side. Later I took off the airbox cover and noticed the tank vent pipe has been cut off quite short, finishes flush with the edge of the airbox not sure if this is correct or not, but this is definitely where the fuel was coming from and by the time I got home the frame was stained a little worse :( Now just need to stop the 'spotting' on the right side and work out how to clean it up.

MickD - I've tried the WD40 thing but it only seemed to work after T-Cut and I fear I need many hours to get it consistent. But all ideas gratefully received......
 
I used Amsoil and it actually worked. I am not sure how long it will last but sure enough it evened it out.
